I always wanted to make my girls the puffy tutus you see in all major ads. I was too chicken to try since I have no clue on how to sew. However, this is an insanely easy project with minimal sewing! Plus, I got caught up on my DVR while doing it! Woot Woot!

Also, making your own also allows you to fully customize the tutu to your hearts desire.
Easy Handmade Toddler Tu Tu's Supplies
:: Roll of tulle/Bulk tulle on the cardboard
:: Elastic
:: Thread
:: Needle
:: Scissors
{Step 1} Measure around the waist. Cut the elastic after you Subtract 1 inch from that measurement.
{Step 2} Sew the ends of the elastic band together. You can either hand-sew or use a sewing machine to hold the ends together.
{Step 3} Determine how long you want the tutu to hang on the baby. You will be cutting the tulle strips 2″ wide.
{Step 4} Measure from the waist of the child to the desired length of the tutu. Take that measurement and double it. For example, if you want the tutu to hang down 8 inches, you cut the tulle into 16-inch strips, which is shown here.
{Step 5} Place the elastic band around a small chair back to hold it steady.
{Step 6} Tie the tulle strips into a knot unto the elastic to hold the pieces in place. Be sure to center the knot in the middle of each tulle strip for an even skirt on the tutu.
{Step 7} Repeat as you work around the elastic band and scoot the pieces of tulle right next to each other to create a full tutu skirt.
{Step 8} Continue to add tulle strips until you achieve the desired fullness.
{Step 9} You can add accents such as ribbon strands, bows, silk flowers or rosettes to the tutu. You can even tie the ribbon strands to hang down in the tulle. Also, you can attach directly to the tutu with hot glue or sew them on.
Project Cost
Bulk Tulle is about $1.99/yard. For a three color tutu, you will need approximately 1 1/2 yards of each color. Look for coupons and watch for sales atyour local craft store to save even more.
Elastic is $1.99 per pack and I only used a half of the pack. You can also use your craft coupons on this as well.
I was able to make all 3 tutus for all of my girls for only $25 which is about $8.33 each. Now, that is a great deal and perfect for summer!

If your child is small enough you can use a crocheted headband and knot the tulle through the holes on it. No sewing required at all! And if you do 2 or more rows of the holes the tulle stands out better.
