Just because an item seems to be the most frugal option, it might not be. The “cheapest” toilet paper may have less tissue per roll and might take more tissue to do the job.
But, if you get another TP with more paper per roll and one that requires less paper to to the job, and combine that with a sale and a coupon, you will end up with a more frugal option than the “cheap” TP. The same can be said for just about anything you use, such as laundry products, dish soap, clothing, tools, kitchen utensils/pots/pans, etc.
